Maintaining eye contact is not a universal practice across all cultures, but it is so important in the US. I do respect cultural differences, and I also believe in adapting to the norms of the environment you're in. One time a coworker spoke to me while her eyes could not stop wandering around the room, and I found it so distracting. I wanted to say something right in that moment but was not sure how to do it without seeming awkward.
