To an extent. Districting is really complex. A properly trained and tuned LLM could be used to generate a starting place that humans could review and tweak. However, this is all assuming that the organization tasked with creating the districts is altruistic and non-partisan in the first place. Also, the creation of the query would be very complex and controversial. What demographics do you base it on? Do you factor in race at all? etc., etc.
