聽了Jonothan Neelands 教授分享他在英國 Coventry 倡議推行的文化政策，再看今天西九的方針和節目，發現 Neelands 的理念有份塑造今天的西九。（Moderator 是茹國烈，前西九表演藝術行政總監） 引我深思的幾個重點： 1. Ask not what the community can do for the art & culture sector, ask what art & culture can do for the communities. 2. People are changed not by the power of culture, but by the power of partnership. 3. Save money for the legacy plan (passing on the project to the community before the funding runs out). 4.
