It's no different in the UK.
The UK government sold off Royal Mail, along with the obligations for mail collections and deliveries, knowing that it couldn't really be profitable, with Amazon, EVRi, etc. covering the parcels business cheaply, and nobody posting letters, except for junk mail. It's a seriously good bit of hoodwinking.. if RM looks like it's going bust, the govt would simply buy it back for a profit.
And now there's an Amazon returns desk in many Post Offices... It's modernising!
