It's not surprising and it would be nice to see it change sooner rather than later. I wonder if some of it is the fact the only take away for leadership, in many cases, is to be an asshole and treat people like dirt. I think the constant churn of hiring and layoffs will always limit who applies for those jobs. Like unpaid internships, I wouldn't be surprised if it was intentional. If they can't have a stable workforce maybe the people running the show just aren't qualified for their job.
