A British accent could be an English accent, a Scottish accent, or a Welsh accent. Some in Northern Ireland almost certainly even claim that it could be Northern Irish accent. I imagine the use of the term also clarifies that it about how English is spoken as opposed to how Welsh or Scottish is spoken. Scottish people are British up until such time as they become independent, and some Scottish people as with I imagine some Welsh identify as British as well as their national identity.
