What hourly wage would servers/bartenders have to get paid for you to feel comfortable NOT leaving a tip?

A livable wage for the area the restaurant is located in. The better question would be geared toward service staff, asking what wage would they would have to make in order to no longer depend on tips to survive.

In the states if servers don't meet federal minimum through tipping the employer is required to make up the difference. If the employer doesn't do that he's likely counting on the employee not knowing their rights or living in a state where it's easy to fire their workers for not bending over. In canada we got rid of the "server wage". In Europe they seem to have never gotten that disease.
