For me it's all about pacing. A chapter should: A) advance the overall plot, if even by the tiniest bit B) expand on character if possible C) end in a place that makes the reader *want* to continue. (1/3)

A and B are often interchangible. If I need a chapter to explain a character's motivation at that point in time (especially if there's been a change there) or some bit of tech needs to be discussed between characters for a moment, or if the plot just needs a moment to breathe, then B is in the forefront. The plot still advances, but maybe by only a step or two. (2/3)
