C is about creating a hook to grab the reader. If I've just had to explain tech or plans or something, the very last thing is going to be getting the character(s) in motion to put whatever plan or tech or whatever in place. If a chapter only needs a couple paragraphs to move the plot along and nothing else, then it's only going to be a couple paragraphs. (3/3)
