Let me add that user manuals don’t instruct you on who your human-killer is allowed to kill. It’s designed to kill and when it does, it is being used as correctly as when you destroy vegetation with a lawn mower. If you want a violent device to assail paper targets rubber and nonlethal ammunition would suffice, as would a gun that fires slower and at a nonlethal rate. But that’s not what they want. They want human lives to be in their hands.
