The worst thing about making housing approval discretionary—as opposed to rules based—is that it denies people housing.
But almost as bad is that it virtually guarantees corruption. Not always as spectacular as this case—which literally involved private jets and prostitutes—but often soft corruption, like mandating donations to politically influential nonprofits.
