When I write the first draft, I write in scenes only. I add chapter breaks later, during edits, and they basically fall where feels natural to the story. Faster-paced stories tend to have shorter chapters.

This is closest to how I do it too. I think in scenes and often combine scenes that work together or perhaps have different POV but at the same time. I do try to make my chapters a decent consistent length tho (within reason). I want the reader to have chunks they can digest in a sitting and have good stopping points but enough that they feel they’ve made progress.
