Rules? Like what? And the only rules you can really make is if you've stipulated something in the lease or something that was signed before or at this time of the lease signing. You can't just make up stuff as you go along. And common sense things like cleaning up after yourself isn't a rule. It's common sense.

The rules should have been determined by homeowner and incorporated into the rent agreement that the renter signed. If this path was taken, your question would not be necessary. You need to know and understand the laws pertaining to renters or you might end up with a renter from hell that will cause you thousands in legal fees to eradicate.

You both come to an agreement on that before they move in and pay

depends on the "rules". If we're talking "parenting rules", no way. If has to do with upkeep of the rental, mostly homeowner.
