Personally I would put all the land on a 125 year leasehold, that way you own all the land underneath the buildings, you get a huge amount of revenue every 125 years, and you can make upgrades every 125 years without buying property out or compensating people, and you can make upgrades and renovations to the city before leasing the land back out.
