My thought is this, could those whom are ultimately destined for destruction be saved as a result of the church or are we allowing people to be destroyed? and no both and answers for the following. or is it that God knows based on the individual regardless of circumstance the choice they would make have destined for themselves?

No. It's not the church's responsibility or anybody else's. You're supposed to have a personal relationship with Christ.
