Copyright law varies immensely by country. In Canada, privately copying a copyrighted entity (like a book cover) for personal, non-commercial use is expressly *permitted* while the USA has "fair use" discussions. I'm of the opinion that personal, non-commercial use is the least of our worries with copyright, licensing, and compensation. AFAIK, cover artists aren't getting royalties from book purchases, and if only the cover is printed, the author's work doesn't need to be compensated.
