Does your computer fits the minimum requirements? They're quite heavy: https://www.ubisoft.com/en-ca/help/star-wars-outlaws/connectivity-and-performance/article/system-requirements-for-star-wars-outlaws/000109505 And that's for 30 FPS / Low graphics (!!!) So maybe try to reduce graphics and everything in the game options to see if the game starts? Sorry, just guessing here :/
