Prior to this, it’s always been black & white for her, Pen needs to Colin that she’s Whistledown. But when the time came for her to tell Colin, she couldn’t b/c she realized how much it would destroy him. She can finally empathize with Pen about why it’s been so difficult for her to reveal her secret. Im glad they had her come to this realization organically

But then after seeing Colin’s reaction to Cressida and how he feels about Pen, she changed her mind.

Penelope is one of those people who creates our own storms and then gets upset when it rains. I'm glad that she matured and grew the fuck up in season 3, but she was using lady whistle now for very spiteful purposes, especially in season 2, and she deserve to get taken the task for that.
