Neither. With a small majority Labor can’t or don’t. That’s supposing they were bent towards that legislation in the first. Which it appears they are hesitant to do, for reasons I can’t fathom except for the campaign $$ fossil fuel corporations are willing to part with for policy makers to bend towards.
