Given this release it’s reasonable to assume that iOS 18.1 Beta 4 is seeing some sort of delay. I suspect Apple is working to add more Apple Intelligence features (hopefully like categorization in mail!) in preparation of the October public release so we are seeing a longer timeline on release.
