Behavior in California schools has hit an all time low. Administrators are afraid of the loudest parents who often have the worst behaved children. Violent children who are out of control are allowed to remain in classrooms where they disrupt the learning process on a daily basis. Programs like PBIS often ignore these behaviors, and in fact, misbehaving and often violent behaviors are rewarded with candy and games in the office.
