If it's a sick or injured pigeon you can take it and rescue it however if it's a healthy pigeon you shouldn't take it away from its home. The pigeon probably has a partner somewhere and it could be stressful for both of them to get separated. They can also be incubating or feeding babies at the moment which could increase stress on the "single mother/father"
