Nobody does their research. It’s a *pilot program*. They are only approving 1.5M users total. I’m certain they’ve already reached that limit of applications, so they’ve probably stopped accepting new applications for now. That 1.5M might even include the Google Wallet and DMV Wallet licenses too (which have been available for a few months). Meaning they could’ve only been accepting a few hundred thousand applications in Apple Wallet.
