Yes you can only you are willing pay taxes and penalty. I would recommend converting to rough Ira if you are willing pay taxes but no penalty. If you don’t want to pay anything then just convert it to traditional Ira

Can you - Yes. Should you - only if it’s an actual emergency. I cashed out a small one when I left a job, and after paying the penalty + taxes, I lost what felt like nearly half of the money. It’s better to get a small loan from the bank, depending on the interest rate they are offering you and how quickly you can pay it off.
