I never saw it until I moved to the south east. I guess it's supposed to make you easier to see in heavy rain? I never do it. Seems silly.

Because if you are driving slow because of the rain, it lets the people behind you know you are driving slower than normal

Only time I do it is if visibility is really bad where you can hardly see,and I’m going super slow

You need your headlights on, and hazard lights just add an extra layer of visibility. Especially in heavy rain or states that don’t get a lot of rain.

Sometimes if you’re driving through a wall of rain with zero visibility it’s nice to have some sort of reference or gauge of distance between other vehicles.

It’s not a southerner thing. I have lived in four countries outside the US. It’s not uncommon in heavy rain.

everybody’s vision quality ranges. maybe the hazard is it’s raining and they can’t see as well as they would be able to if it were clear outside.
