I hear what you’re saying but chances are the ppl from Kenora visiting Toronto are most likely gonna stay downtown .. majority folks in suburbs take the GO anyways into the city. To paper over the NIMBY’ism point, am sure the city can easily set boundaries around the GTA (London, Burlington, Orillia, Bowmanville) - anyone visiting Toronto from beyond those communities don’t pay a toll charge into the city core. Heck, even the city core anything south of the 401 is a toll charge. Simple
