Some areas that had flooding are used to it, yes. But this was historic levels of surge in many areas. It’s very sad that your response to seeing people’s lives floating in the water is, “wow, should have put stuff up higher.” I saw video from one couple that actually did that, and the surge went to nearly 6 feet and flooded everything they had stored higher on their counters. I guess they didn’t prepare
