So, is the logical conclusion that the more virus there is circulating and replicating, the more likely there will be continuing multiple variants? And this means a good reason to stop the virus from circulating and replicating?

Yes and yes. Good examples of the latter question are measles and polio where establishing herd immunity by vaccination stopped the circulation, but these viruses will come back if given a chance which is happening as vaccination rates are falling.
