Keep reaching. We have villages and once they reach a certain size they are cities. In Scotland 80% of our population lives in one of the 7 cities. The rest are scattered amongst multiple villages. For example example Livingston is part of Edinburgh but we call it something else. Like how portobello used to be a village till it got consumed by Edinburgh city
