after effect already exist in the 2000 and these don't actually need any real graphical power to render, it's just fresnel input > emission of some kind

If you plan on doing a static piece on Photoshop, you can just do random shapes with gradients, overlap them and play with the blending modes (Screen, Overlay or Linear Dodge (add) will probably do it)

I see nothing I couldn't do with Pentium MMX back in 1998 or so. Blender went freeware that year. Final renderings would take time, but that was part of the workflow. How? Try to find some old old old tutorials for Blender and Photoshop and 3dmax.
