Well, since I learned earlier this year that jalapeños are being intentionally bred to be less hot to appeal to more Americans, by which I suspect they mean white people, I think it is a marketing ploy.

There are the Texas A&M half-as-hot jalapenos, but this is misleading. The heat of a jalapeno is dependent on the weather (temperature) as it's growing, the soil quality, and plant maturity. Overall, jalapenos are a mild "hot" pepper and the flavor serves to enhance the sweetness (like salt on watermelon).
