Here’s the other thing. Say you have three construction sites in a 25 mile radius. It’s a difficult challenge to move everyone to exactly where they’re needed only when they’re needed. There are delays, technical issues etc. so many variables. So you have no choice but to have all the workers you need on hand even though they may not have a full day of work constant work.
