A. The menu is closer to the centre and so there's less travel time for the eyes. The fact that the order is (Primary, secondary and tertiary) is more natural and universally recognisable.

A: because users are used to read from top down. They’re expecting “Primary” is at the top instead of at the bottom.

A is less heavy and more natural with the flow of the eyes on a phone screen, reading form the top down. Also it's arranged in the order of priority with the most important option being visible first.
