Kinosaki is easy from Osaka and has the public onsens on the main street with coffee/bars/reaturants in-between ... Arima is more of a stay in your hotel place but is nice for a walk around or a cablecar up the mountain ( Kobe is the other side). .no idea why you'd go further for onsen. There are also one or two up near Minoh over looking the city.
