Just like we can't say that Santa is 100% made up but no one is going around saying that they are agnostic about the Santa existence issue. It is a given. It doesn't need to be stated. All knowledge is provisional. Nothing is 0% or 100%. We will change our minds should evidence for either god or Santa appear. Right now there is no evidence for either.
