The National Voter Registration Act is clear that states must not make systematic changes to registered Voter rolls after the 90 days before election mark. They can reject individual voter registrations, if done promptly after registration. So this is negligence by the state officials if they didn't do it in time. It is still illegal for a non-citizen to vote in a Federal election (jail and deportation). The Heritage Foundation found only 77 cases on non-citizen voting in the last 25 years.

The only conclusion you can take to their resistance of voter ID is that they want to cheat.  Democrat politicians oppose it, but the majority of voters are for it. 

Which they should. Define illegal?? That’s right!
