Most restaurants have to cover a certain amount of overheard per night that doesn't actually manifest in the food that you order, so it is usually justified with larger portions for the public to perceive any value in the overall cost. If you half the portions on a bill where the food is 25% of the cost, you're only lowering the overall bill by 12.5%.
