I have 28” thighs. Not as big as you, but tricky to find pants. Some of my favorite are Fran Denim, but they’re not loose fitting, and they’re pricey. I got some baggy ones at K&G (not sure if you have one locally) for $20. Surprisingly, I got some Levi’s at Walmart, maybe relaxed fit, for like $25 that fit pretty good.
