I think the Mexico trade minister said it best. This is the way he starts negotiations. He likes to come in from a strong position and then sits down to talk. He can't slap 25% across the board because he is going to hurt the economy. Worst case scenario he damages a sector (like he did with the farmers 8 years ago) and then bails then out with our money. Then he'll boast about how great he is at negotiating.
