She needs to be ticketed for not having her dog leashed

Just had this happen today to me. My dog was leashed walking through a park. Lady with 2 unleashed dogs comes off a trail. I have my back to them but I hear one running up. Friendly dog but has zero recall. My dogs fur is up and growling. I turned around and said my dog is going to bite. She stared at me.
