Because something like 90% of people here are lactose tolerant ! It's a genetic thing. But pharmacies should have it ? Smaller ones might not have it in stock, but I've already seen it. Since most people are tolerant, there isn't really much of a market, and intolerant people usually can eat some cheese anyways, and they just don't buy/eat those they can't eat. They know what they can or can't digest.
