I think legally the disabled person has priority but I’ve never seen a bus driver enforce this. Personally I feel like it should be first come first served and the priority should be paid customers who are riding on the bus first over new people getting on. But if the bus stops and there is a pram and a wheelchair on the same stop, the driver should prioritise the disabled person and make the parent wait for next bus.
