Editing 4k Footage in PREMIERE PRO at 1/8 playback resolution results in overheating and constant dragging while thesame video in DAVINCI RESOLVE at full resolution is playing smoothly. I don't seem to understand. Anybody?

Your timeline having the yellow bar indicates you’ve at least got the GPU engine turned on in your project settings, so good there. Sometimes resetting your workspace helps improve Premiere functionally a lot, but it could be you got both programs running an access the same media.
