It's not about the shirt. It's about men assuming she wants a tighter, fitted women's shirt and changing the order. She ordered what she wanted and he decided he knew better.

It would like if you ordered XL so they sent you the xl skinny fit. They assume you're thin because the guy doing the orders is thin. It's annoying. You get to feel excluded because someone on the other end has an unconscious bias.

Why should it be ok for anyone to feel uncomfortable in mandatory work clothes for any length of time at all? She asked for a particular size & cut of shirt for a reason & that wasn't respected.

So you are the authority that decides how much other people are allowed to be annoyed? Can we see your certificate, please? Or is there some general guidebook where everybody can look up the acceptable amount of annoyance for any given situation?
