Define “pavement” : 1. Non-automotive paved path 2. Sidewalks (usually concrete) 3. The street itself If it is 1 above, is there any signage indicating approved uses, speed limits, etc.? Generally speaking, in the US, at least, no 1 above are multi-use, and no2 prohibit bicycles. On multi use paths, everyone needs to be hyper vigilant. In particular, adults need to monitor their children, pets need to be on leash, etc. And bicycles need to slow down.
