It just confuses us adults, because we were always doing it mentally, and now we make kids do it on paper. That's honestly what most of "common core" is. It's making them do on paper the tricks or hacks we figured out, or really showing them how to understand number sense. The point here is to ensure they understand groups of 10. You would be surprised how many kids don't understand 1,10,100, etc.
