Let’s say, only to define the issue by means of a hyperbole, if 3% of Russians voted for Putin, would all Russians be voting for Putin? Obviously a lot more actually do it, but I’m trying understand your point. Also, is it technically voting when Putin has basically total control of the system? At least he seems to have.
