I think the reasons behind procrastination are much more complex (draining day job, kids running around, lack of ideas and musical understanding etc.) and I am not convinced those could be solved with the template. Also, if I look at my music creation, the time it takes to group the tracks or set-up the effects or do DAW house keeping is minuscule compared to creating the song and arrangement. However, I do agree with you that templates can still be time savers and reduce repetitive tasks.
