Tbf to the second driver, he is probably pulling a fully laden trailer, so pulling onto the verge could lead to a rollover and you still getting crushed. He could have stopped, but you could see him coming and could have slowed earlier and stepped onto the grass. Learnings needed in both camps.

That tractor has no obligation to pull over for you. If the margin isn't enough for you, that's your problem

Doesn't take much to just pull aside for them it doesn't take long and they have heavy trailers that can really damage the road sides and risk collapsing into the ditches. I always moved aside when cycling on back roads
