It's optional everywhere else in the world, except the U.S. That's because greedy owners don't pay minimum wage to their serving staff! It's worse for the employees, if management insist on a "tip jar". That's supposed to be added up and given to them, but often the owner takes a cut of their tips. It's a lousy way to run a business!
